Fire Safety Plan and FSCD Approval in Bangladesh

A fire safety plan is the set of drawings and documents that shows FSCD how your building detects fire, warns occupants, gets them out and fights the fire. Most factories, high-rises and public buildings need it approved. We prepare the plan, submit it, answer queries and attend the inspection.

Quick facts

Standards
BNBC 2020 Part 4, Fire Prevention and Extinguishing Act 2003 and 2014 rules
Who needs it
Owners of factories, high-rises, warehouses, hospitals and commercial buildings
What you get
A complete submission and one point of contact through to clearance
Deliverables
Plan drawings, escape and compartment layouts, system schedules, application file

Scope

What’s included.

Everything below is done by our own engineers and installation team, so one company answers for the result.

  • Review of building approval drawings and use
  • Means of escape and travel route drawings
  • Compartment, fire door and firestop layout
  • Detection, alarm and firefighting system drawings
  • Emergency lighting and exit sign layout
  • Fire water reserve and pump room details
  • Application file preparation and submission
  • Response to FSCD queries and inspection support

What goes into a fire safety plan?

The plan shows the building as one fire strategy. Escape drawings mark every exit, protected stair and travel route. Compartment drawings show fire-rated walls, fire doors and shaft protection. System drawings show detectors, call points, hydrants, sprinklers, pumps and the water reserve. Emergency lighting, exit signs and the evacuation procedure complete it.

Each sheet must match your building approval drawings. A plan copied from another project, or one that shows a stair in a different place from the approved architecture, is the quickest route to rejection. Where the site has changed since approval, for example a mezzanine added or a store converted, the drawings must show the building as it really is, and the change may need its own approval.

How does the FSCD approval route work?

The application, with the plan drawings and supporting documents, goes to the Fire Service and Civil Defence. FSCD reviews it, may raise queries or ask for changes, and inspects the building. For many building types the development authority, such as RAJUK in Dhaka or CDA in Chattogram, expects fire clearance as part of its own approval.

Requirements and the documents asked for can change, so we confirm the current checklist for your building type at the start. Time to clearance depends mainly on how complete the file is and how quickly queries are answered. We keep a log of every query and the revised drawing that answers it, so nothing is lost between rounds and you always know where the file stands.

What usually causes delays?

Most delays come from mismatches: the plan shows one thing, the site shows another. A fire pump that has not been installed, exit doors that open the wrong way, or a missing water tank will hold up clearance whatever the paperwork says.

We check the site against the plan before submission and give you a short list of what must be in place by inspection day. Because our own team also installs fire systems, we can close those items if you want us to.

How it’s done

How we deliver it, step by step.

  1. 01

    Check eligibility

We confirm which approvals your building type needs and collect the current document checklist.

  2. 02

    Survey and review

We compare your approved architectural drawings with the site and note anything that does not match.

  3. 03

    Prepare the plan

Escape, compartment and system drawings are prepared, with schedules and the written evacuation procedure.

  4. 04

    Submit and respond

The file goes to FSCD, and we answer queries and revise drawings until it is accepted.

  5. 05

    Attend inspection

Our engineer walks the inspection with FSCD officers and explains the systems on site.

Price guide

What sets the price.

Every site is different, so we price from a survey, not a rate card. These are the factors that move the number, and the written quote shows each one.

Get an exact quote
  • Building height, floor area and number of blocks
  • Occupancy type and how many hazards it contains
  • Whether a fire protection design already exists
  • State and accuracy of the approved architectural drawings
  • Number of query rounds and drawing revisions
  • Site works needed before inspection can pass

Frequently asked questions

Our fee depends on the building's size and use, whether the fire protection design is already done, and how much site work is outstanding. Government fees are separate and set by the authority. After a site visit we quote the plan preparation and submission support in writing.

In practice, yes. Factories need FSCD clearance and a fire license to operate, and buyers and the RSC check fire safety against approved drawings. The plan is also where escape routes, alarm coverage and hydrant provision are fixed, which is what inspectors test first.

It depends on the building type, how complete the submission is, how many queries FSCD raises and whether the site matches the plan at inspection. Missing site items cause more delay than paperwork. We give you a realistic programme once we have reviewed your drawings and seen the building.

Usually. Turning a floor into a warehouse, adding a storey or converting offices to production changes the fire risk, the occupant load and often the required systems. The plan should be revised and the change cleared before the new use starts. We can tell you after reviewing the change.
